Oman’s Journey to Smarter Schools: Building a National Learning Ecosystem

When the Sultanate of Oman set its sights on Vision 2040, it knew education had to be at the center. But traditional classrooms were facing real challenges: fragmented systems, inconsistent internet access in rural areas, and students who didn’t all have the same opportunities. The Ministry of Education needed a way to reimagine, not just digitize, learning. That’s where Nour, Oman’s national smart learning ecosystem powered by Classera, came in.

The Challenge: Building Equity in a Diverse Landscape

Oman’s schools serve students from bustling cities to remote desert regions. Connectivity wasn’t always reliable, and teachers were left juggling multiple tools that didn’t work together. Parents, meanwhile, had limited visibility into their children’s progress.

At the same time, Oman’s Vision 2040 demanded more: future-ready graduates with digital fluency, creativity, and critical skills. The Ministry realized this called for more than patchwork fixes. It required a unified, nationwide solution that could bring every school under one roof.

 

The Solution: Nour, a National Unified LMS

Launched in partnership with Classera, Nour became Oman’s first nationwide LMS built on Microsoft Azure. But Nour is more than technology, it’s a comprehensive ecosystem designed for adoption at scale.

  • Gamification with C-Inspire to motivate students.
  • Immersive AR lessons with C-Reality.
  • EduMalls integration for resources and content.
  • C-Pay support for seamless school transactions.

Equally important, the Ministry invested in teacher training and awareness campaigns, ensuring that the system wasn’t just rolled out but truly embraced.

 

From Pilot to Nationwide Impact

Phase One launched in 141 schools across 4 governorates, with over 122,000 students and 8,000 teachers onboarded. Adoption rates were impressive: 94% of teachers and 82% overall logins.

Encouraged by this success, the Ministry expanded.

Phase Two reached 578 schools in 11 governorates, engaging 421,000+ students and 30,000+ teachers. Teachers prepared 1.3 million lessons, while students submitted 343,000+ digital assignments. Teacher adoption hit 96%, and student logins climbed steadily.

Now in motion, Phase Three will add another 730 schools, covering 60% of Oman’s remaining schools. To ensure sustainability, change management and monitoring teams are being merged into a single support structure across governorates.

Engagement Beyond the Classroom

Nour isn’t just for academics. On Oman’s 54th National Day, the Ministry and Classera launched a nationwide digital contest hosted on the platform. Thousands of students submitted drawings, letters, and videos celebrating their pride in Oman.

The initiative proved that digital platforms can connect learning with culture, values, and national identity.

 

Results That Matter

Since its launch, Nour has:

  • Reached 421,000+ students, 30,000+ teachers, and 340,000+ parents.
  • Supported 1.3 million lesson preparations and nearly 500,000 content views.
  • Increased student engagement through gamification and digital activities.
  • Established a national education ecosystem recognized as a model for the region.

 

Looking Ahead

For Oman, Nour is only the beginning. The Ministry and Classera are already working on:

  • Expanding AI-powered adaptive learning.
  • Introducing new enrichment programs and certifications.
  • Aligning every classroom with Vision 2040’s innovation and inclusion goals.
